Attention all Research Faculty!

Key Administrative Updates

The Office of Research Administration (ORA) would like to highlight some key administrative updates shared with your administrators recently.  These should provide you, as faculty, with the necessary information to understand what changes are occurring related to the administration of your grants.

 
Effective June 6, 2020

Use of IBISResearch System Required

In April 2020 the University of Miami implemented the IBISResearch Grants and Sponsored Agreements management system. IBISResearch is used to develop, route, and submit proposals, as well as, to set up awards, request modifications, initiate and track ancillary reviews, negotiate and track agreements, and to create and track subawards. The system allows full electronic routing, transparency and provides a direct interface with your sponsored portfolio. The focus of IBISResearch is to reduce the administrative burden on faculty and to provide transparency into the status of applications, contracts/agreements, subawards, and award notifications.

Effective June 6, 2020, IBISResearch is required for:

  • All Proposal Submissions, which includes:

o New
o Continuations/Progress Reports
o Renewals, Revisions/Supplements, Resubmissions
o PI Transfers to UM
o Pre Applications/Letters of Intent if University approval or submission required
o Federal Applications* (including NSF NASA, DOE, DOD, USDA, HRSA)
o Clinical Trial Agreements with Clinical Budget/MCA
o Foundation/ non-profit proposals
o Industry proposals
o After-the-Fact
o Just in Time

  • All Sponsored Agreements and Subaward Requests (Including Clinical Trial Agreements with Clinical Budget/MCA)
  • All New Awards and Award Modifications Requests (Advance Account/Pre-Award Spending, No Cost Extensions, Rebudgeting, Carryover, PI or Sponsor Change)

*Federal applications must be submitted system to system (S2S) through IBISResearch to Grants.gov.  If the submission may not be submitted through Grants.gov OR IBISResearch does not support the required forms, the proposal will be routed through ORA’s IBISResearch system for approval as a nonS2S application, and submitted via the Sponsor’s system directly (ASSIST, Research.gov, etc.)

Effective June 1, 2020

New Application Deadline Policy

Effective June 1, 2020 a new Application Deadline Policy goes into effect.  Below is a summary of the new policy. 

SBIR/STTR submissions: Applications must be received at ORA in final form & ready for submission a minimum of (5) business days prior to the deadline

All other Applications:

  • The complete & final Application (excluding: Research Plan, Project Narrative, Statement of Work), accompanied by the necessary school-level and University policy approvals, must be submitted to ORA at least (3) business days prior to the agency deadline AND
  • Final Research Plan/Project Narrative/Statement of Work must be submitted no later than noon on the agency deadline date for 5:00 p.m. or later deadline times, and by 5:00 p.m. the previous day for agency deadline times earlier than 5:00 p.m.
  • Applications submitted to ORA after the 3-day review deadline will not receive priority treatment, and may not be submitted or received by the sponsor prior to the sponsor deadline.
  • There will be a “Grace period” for automatic exceptions from June 1st – August 31, 2020
  • Effective September 1, 2020 automatic exception requests will no longer be provided.

COVID-19 Webpage

The ORA website now has a COVID-19 web page with agency specific guidance along with summary from third parties, detailing the impact of Covid-19 on sponsored projects.  The page contains:  

  1. A broad summary provided by Huron Consulting Services 
  2. A summary from the Office of Management and Budget (OMB)
  3. A summary by the Council on Government Relations (COGR)
