NEW E-UPDATE WEEKLY SERIES ON HIPAA
GUIDELINES DEFINES “BUSINESS ASSOCIATES”
By now, you have probably heard about the new federal privacy regulations under
the Health Insurance Portability and Accountability Act (HIPAA). The rule provides
guidelines related to the use and disclosure of patients’ protected health
information (PHI). UM is required to comply with all of the guidelines in the
rule. In a continuing series, e-Update will bring you examples of and issues
related to specific HIPAA guidelines. For general questions regarding HIPAA
compliance at UM, e-mail the Privacy Office at privacy@med.miami.edu.
The series begins this week with protecting information disclosed to business
associates, or vendors who provide services on behalf of the medical center
and, for these purposes, either receive, create, or access PHI maintained at
UM. Business associates may include surgical/medical/lab supply; attorneys/consultants/accountants/auditors;
third party billing companies; software vendors; medical record moving/storage/transcription;
and temporary staffing agencies. In order to protect information disclosed
to external vendors, UM is required to enter into appropriate HIPAA compliant
contracts with all business associates. The Privacy Office will maintain a
business associate database and remind you when business associate agreements
are up for renewal. If you are unsure whether you have provided the Privacy
Office with a complete list of business associates, contact Carolyn Pisino

business associate information.
EXPERT PANEL TO ADDRESS CHALLENGES AND
SOLUTIONS DURING COVER THE UNINSURED WEEK
Living without health insurance is a serious risk faced by 41 million Americans
and presents unique challenges to health care workers. Taking steps to address
these important issues, the University of Miami has partnered with the Robert
Wood Johnson Foundation in recognizing Cover the Uninsured Week on the School
of Medicine campus. An expert panel will discuss the plight of the uninsured
and analyze ways to expand health coverage on March 11, 10:30 a.m., in the
Lois Pope LIFE Center James A. Batten Apex Center, seventh floor auditorium.
Panelists will include Donna E. Shalala, UM President; John G. Clarkson, M.D.,
senior vice president for medical affairs and dean of the School of Medicine;
Chet Evans, D.P.M., associate VP of graduate studies and dean of podiatric
medicine at Barry University; Ronald Berkman, Ph.D., dean of the College of
Health and Urban Affairs at Florida International University; and Kathie Sigler,
Ed.D., president of Miami-Dade Community College Medical Center Campus. Faculty,

GRAND ROUNDS SERIES KEEPS YOU
UP-TO-DATE ON EDUCATIONAL ADVANCES
Aiming to keep University of Miami faculty informed on developments in the
future of education at the School of Medicine, the Educational Development
Office will present the Educational Grand Rounds series on the last Friday
of each month at 12 noon in the Rosenstiel Building, fourth floor auditorium.
Lunch will be provided. The next installment will be held March 28, with a
presentation of “Learning Theory Applied to Teaching” by Frank
Stritter, Ph.D., of the Office of Educational Development at the University
of North Carolina. Save the date now for other luncheon lectures in the series,
including “What is an Expert? Implications for Medical Education,” presented
by Richard Tiberius, Ph.D., director of the School of Medicine’s Educational
Development Office, on April 18; and “The Effective Use of Simulation
in Medical Education and Assessment,” presented by Barry Issenberg, M.D.,
director of educational research and technology at the Center for Research

MAKE YOUR VOICE HEARD DURING
TELECOMMUNICATIONS SERVICE INITIATIVE
To better meet the needs of each School of Medicine department, Telecommunications
Customer Service will launch "Voice of the Customer,” beginning
the first week in March. Customer service representatives will visit each department
to ensure that requirements are being fulfilled. Representatives also will
be available for telephone and/or voice mail training, and if equipment is
in need of repair, it will be reported to the Help Desk.

UM/SYLVESTER PRESENTS LECTURE
SERIES ON PROVIDING END-OF-LIFE CARE
Health care professionals including physicians, nurses, psychologists, and social workers will
learn essential clinical competencies that are required to provide quality
end-of-life care through the EPEC Series 2003: Education on End-of-Life Care,
presented by the UM/Sylvester Comprehensive Cancer Center. A series of monthly
lectures through July will address varied topics in the discipline. This
month’s topic is "Pain Management," presented by Dennis Patin,
M.D., director of anesthesia at UM/Sylvester, and Beverly Frey, R.N. The lecture
will be held today, noon, in Sylvester Conference Room 1301. Lunch will

ENVIRONMENTAL HEALTH LEADER PRESENTS BENEFITS
OF MARINE AND MEDICAL RESEARCH COLLABORATION
Learn how marine science research can complement medical studies and vice versa
at a lecture presented by the Marine and Freshwater Biomedical Sciences Center
(MFBSC) at the UM Rosenstiel School of Marine and Atmospheric Science. Ken
Olden, Ph.D., director of the National Institute of Environmental Health Sciences
of the National Institutes of Health, which is a partner in the efforts at
the MFBSC, will discuss funding opportunities in environmental health science,
specifically research involving environmental causes or modulation of disease
states. The lecture will be held February 27, 1:30 to 2:30 p.m., in the Rosenstiel

NIDA CENTER DIRECTOR TO DISCUSS DRUG
ABUSE AS PUBLIC HEALTH EPIDEMIC
Henry L. Francis, M.D., director of the National Institute on Drug Abuse (NIDA)
Center on AIDS and Other Medical Consequences of Drug Abuse, will present "AIDS
and Other Medical Consequences of Drug Abuse" on February 28, 1 to 2:30
p.m., at the Bascom Palmer Retter Auditorium. During his presentation,
Francis will explore drug use as a public health epidemic, with particular
attention to drug use as a vector for other diseases of national and global
public health significance, such as HIV and HVC. He also will review the latest
findings from medical and behavioral prevention and treatment trials for HIV
positive drug users supported by his center and will discuss NIDA research
priorities regarding HIV, other medical consequences of drug use, and health
disparities. This lecture is presented by the Center for Family Studies
as part of the Department of Psychiatry and Behavioral Sciences' Grand

ANNUAL CONFERENCE PRESENTS OVERVIEW
OF ETHICAL ISSUES AND TIMELY TOPICS
The University of Miami Ethics Programs and the Florida Bioethics Network present
the 11th annual “Clinical Ethics: Debates, Decisions, Solutions” conference
on March 7 at the Hilton Fort Lauderdale Airport. The program features presentations
on ethics and aging, ethics committees, “moral slogans,” virtue
ethics, end-of-life care, cloning, genetic testing of minors, bioterrorism,
and much more. CEUs have been approved for nurses, physicians, psychologists,
social workers, and guardians. There is no charge for full-time staff at UM.

PRESENTS TEACHING CONFERENCE ON HEART & STROKE
Register now for the 35th Annual Teaching Conference in Clinical Cardiology
and Neurology, March 14-16, at the Hyatt Regency Miami. A reduced fee of $100

Center for Research in Medical Education (CRME), in cooperation with the American
